Challenges Continue for Aid Distribution in Northern Gaza Despite Truce
While the access route from Egypt opens soon, relief agencies encounter major obstacles distributing aid to northern Gaza, the region hardest impacted by food shortages, specialists report.
Access Challenges
Primary highways are almost unusable due to massive destruction across the conflict-affected area – or continue to be under the control of Israeli forces. Any truck that stops working is likely to be immediately stripped.
The main entry point, the main entry point to the north, damaged by two years of war, has been inactive for several weeks, and Israeli officials have informed humanitarian organizations in Gaza that there are no immediate plans to reopen the entry location, per reports from humanitarian staff.
Devastation in Gaza City
The northern urban center was the target of a significant armed campaign initiated in August that was ongoing when the ceasefire deal was agreed upon recently.
Damage in the northern region has been massive, with whole settlements including local municipalities and adjacent communities in devastated as well as many of the surrounding regions of the main city.
"Any operation of a access route into Gaza is positive, but we need to make sure we can help civilians where they are," stated a policy expert from a humanitarian organization.
Relief Conditions
Witnesses said many of the roughly 300,000 people who have returned to the northern region from the crowded shelter regions where they had been staying during the military operations were now "camping" among the debris of their homes, often without any protection and with scarce supplies or resources.
A spokesperson from an international organization said the damage in northern Gaza was "devastating".
"We see street after street, structure after structure ... there is urgent requirement for clean water. It's pretty harrowing. We must have each access route open," the representative, who was in the urban center recently, said.
Limited Entry
A community leader based in the urban center said the requirements in what used to be the territory's thriving business and community focal point were "enormous".
"We see positive expectation and hope but there needs to be quick improvement on the border points. There has been no substantial progress on the ground yet," the representative said.
"We are still getting a insufficient volume of assistance [and] we are just beginning to comprehend the level of damage. Numerous roads are just full of rubble ... there is hardly any residence that is safe. There remains harm and live explosives everywhere."
Ongoing Changes
Recently, aid agencies said modest volumes of necessary propane entered Gaza for the initial occasion in many weeks, along with deliveries of grain products, rice and farm products. The additional resources sent market costs tumbling.
In the central town, a local resident said there had been noticeable change since the truce.
"Stores are stocked with food, fresh goods, and produce, although the costs are remaining elevated and not attainable for the entire population," the resident commented.
Winter Needs
"Our most important needs at present, specifically due to the approach of winter, are to have a temporary housing to shelter us from the cold weather and winter clothes because the stores do not have enough clothes for us or, if they exist, they are extremely limited and prohibitively costly."
Several UN-supported bakeries in central and southern Gaza have restarted operations since the truce.
Aid Distribution
Trucks were announced to have entered the border access point from Israel to Gaza during the week, though exact numbers were unclear.
The nation's public broadcaster announced that recent aid deliveries would include food, medical supplies, fuel, fuel for cooking and tools to restore crucial facilities.
"Humanitarian aid keeps coming into the conflict region through the humanitarian corridor and other crossings after safety verification," an Israeli security official stated.
Allocation Challenges
But counting the quantity of vehicles could be inaccurate, warned a professional from an international NGO. "It's crucial to understand the materials within the trucks and how full they are for it to be a really meaningful indicator," the official added.
Business entities are transporting groups of vehicles carrying sweets, fizzy drinks and light food, which have minimal health benefits, while emergency treatments for young people or people who have lacked proper sustenance for multiple years are unavailable.
Medical Situation
Within the northern urban center, only seven nutritional outpatient clinics are functioning, compared with many in July.
Numerous organizations have substantial resources of humanitarian goods warehoused around Gaza awaiting entry. An international organization supporting Palestinians across the region for many years has extended provisions of sustenance for the entire population prepared to be transported.
"We have the resources, the equipment and the skills ... we only require the access," said a relief official, just returning from Gaza.
Political Aspects
A diplomatic framework specifies that "complete" support should enter Gaza and be provided through international organizations and relief organizations, without interference from any combatant organizations or government forces.
This seems to prevent the debated Israel-backed relief agency which commenced activities in May, leading to uncontrolled circumstances and numerous casualties as large groups of people gathered around its aid locations.
